Another Community Development District is going rogue.
This time it’s Community Development District 8.
And this time it’s side striping.
On Thursday afternoon, CDD 8 supervisors voted 3-2 to side stripe its one mile of multi-modal path. CDD 4 was labeled the original “rogue” district when it opted to stripe the center of its multi-modal path.
On Monday, the Project Wide Advisory Committee voted 4-2 not to fund striping of the multi-modal path in CDDs 5 through 10. That vote was widely interpreted as having killed the notion of side striping.
But CDD 8 Supervisor Victor Ray, who did not attend the Aug. 21 CDD 8 meeting due to a death in the family, objected to fellow Supervisor Dennis Hayes’ vote in Monday’s PWAC meeting. On Aug. 21, CDD 8 essentially deadlocked on striping with Chairman Sal Torname and Supervisor Ray Banks supporting striping and Hayes and Supervisor Joe Elliott voting against it. The interpretation of how Hayes should have voted in Monday’s meeting, was a point of heated contention in Thursday’s supervisors’ meeting.
In return, Hayes accused Torname of contradicting his previously stated commitment to consistency throughout The Villages.
Ray made the motion Thursday to go ahead with side striping. Banks seconded the motion. Ray, Banks and Torname voted in favor of side striping. Hayes and Elliott were against it.
The reality of how side striping will be done in CDD 8 remains to be seen.
The path under its jurisdiction is located along Buena Vista Boulevard near SeaBreeze Recreation Center.
However, CDD 8 also has about 200 feet of multi-modal path on the Laurel Manor Trail which parallels County Road 466.
The Villages that make up CDD 8 are Bridgeport at Laurel Valley, St. Charles, St. James, Tamarind Grove, Pennecamp, Creekside Landing and Buttownwood.
CDD 8 has about 6,900 residents.
As PWAC has voted not to fund side striping, the cost would be picked up by CDD 8 residents.
The Multi-Modal Path Discussion Group is scheduled to meet at 9 a.m. Sept. 21 at Savannah Center. The discussion group includes PWAC, representatives from CDDs 1 through 4 and the chair of the Amenity Authority Committee.
