Parking lot beggars

To the Editor:

We were in the parking lot outside of TJ Maxx last Thursday and there were a crew of people approaching people walking and setting in the car begging for money. The sad thing is they had small children with them and it was very upsetting to see the small children being used. A customer reported it to a clerk, but she said as long as they weren’t in the store they couldn’t do anything about it. We were at the Lowe’s store two days later and the same crew was working that parking lot with the children and it was raining at the time. Is there anyway this can be handled so they can be stopped? At least for the children. Who would you report this to?
