The vehicle was traveling on Morse Boulevard when it was spotted at 3:15 a.m. Wednesday by a Sumter County sheriff’s deputy.

Jeffrey Charles Packard of Blythewood Loop was behind the wheel and told the deputy he did not understand what happened and that the tires had just “exploded,” an arrest report indicated.

The deputy asked Packard if he had been drinking to which Packard replied that he had consumed two beers at work.

Due to heavy rain, Packard was transferred to the sheriff’s annex to perform field sobriety exercises, which he failed. During the arrest Packad told a deputy that he feared he was “going to prison for five years,” the arrest report indicated.

He provided three breath samples that registered .198, .228 and .216 blood alcohol content.

He was booked at the Sumter County Detention Center on a charge of driving under the influence. He is already on probation through 2018. He was arrested this past summer for violating his probation which you can read about HERE
