Drainage issues are being addressed in three villa communities in The Villages.
The three villa communities – Callahan, Belle Glade and Placida – are located in Community Development District 10. The drainage issues were discussed Thursday afternoon by CDD 10 supervisors.
Callahan Villas resident Kim Whittemore said she fell about six months ago over a “hump” in the roadway.
“I walk these streets daily, as do many people,” she said.
The District Office has received reports from Andreyev Engineering concerning the road issues in the three villa communities.
Sam Wartinbee, of District Property Management, said the problems can be traced to an elevated water table, a reminder of the heavy rain brought by Hurricane Irma in 2017.
“Underdrains were installed along the outside edge of pavement during construction, some of the drains are not functioning as no water is discharging from them,” Wartinbee said.
A loose soil base was discovered under the roadway at the Placida Villas. The engineer is recommending injecting a two-part chemical grout adjacent to the storm structure, removing the asphalt and 8 to 10 inches of road base and replacing the road base with compacted recycled asphalt and then patch the road.
CDD 10 this fiscal year has budgeted $3,000 for asphalt repairs for its villa units. This work will exceed the amount that has been budgeted.
Supervisor Pat McDonald appeared to be irked that CDD 10 had inherited this situation from the Developer.
“Something should have been caught before we assumed ownership of that villa road,” McDonald said.
Although a formal vote was not taken, supervisors appear to be ready to move ahead with corrective measures at the villas despite costs that will exceed the amount budgeted this year for villa roads.
