Much has been written about the anonymous complaint process. The recent change in policy at CDD 5 has brought it to the forefront once again. Comments have been made both pro and con. I understand both viewpoints so I offer this as a compromise position.
It seems that most of the noise concerns the legitimacy of so-called “trolls” who make it a hobby to travel around and search about deed restriction violations. I propose a simple solution to deal with these folks. First and foremost, all complainers would required to submit their name and address which will be kept confidential by the CDDs. This will also require a common date base be kept across CDD boundaries. By doing so chronic complainers (trolls) can be identified and be dealt with accordingly. I would encourage CDD’s to take multiple complaints from outside the specific CDD with “a grain of salt.” I suspect the number of complaints will drop off but there would still be an avenue through this process to deal with legitimate neighborhood issues and provide the desired anonymity.
