Congressman Webster and money for ‘failed blue states’

Dear Congressman Webster:

In your Opinion piece you stated $350 billion will be given to failed blue states. Texas will get the second-largest portion of this money and Florida will the receive the fourth-largest portion of this money. When did these states become failed blue states?  Can you tell me I am wrong?  I doubt it!!
