To the Editor:
It should be illegal to panhandle. Like any other form of business, they should have to have a permit and approval from local business to collect money for anything on those premises. Businesses rent the store and parking lots for customers to park. People should not have to be uncomfortable being harassed or have these people come up to the cars in the parking lot.
