Who pays for bad behavior at town squares?

To the Editor:

I have been to the squares many times. I’ve witnessed things like a young man kicking the fence railings enough to rip it loose. Another time, some young ladies from Wildwood were in the bathroom and kicking the stall doors open while locked to be funny with friends. They broke two. My question is who pays for that damage that takes place?
