People get tired of bird droppings on the dock. People complain. Management wants to be proactive so they requisition the purchase of a plastic owl complete with a motor to turn his head. Then they create a work order to have it installed. So now real birds will be scared and stop creating a mess on the dock. Sounds good. What could possibly go wrong?
