System put in by the Developer appears to be wasting water

To the Editor:

I am puzzled.

There has been much press about drought and water conservation and at the same time the counties that The Villages are in approve the Developer using a hot water system that wastes significant amounts of water due to the 2 to 5 minutes they delay for hot water.
