Jim Kelly has resigned from the Village Center Community Development District Board of Supervisors.

Although he did not specifically address his reason for resigning, his letter, made public at Thursday’s VCCDD Board of Supervisors meeting, indicated his resignation was effective immediately.

Kelly had been appointed to the board on Aug. 19, 2010.

It was indicated that Kelly had reached out to Villager Arthur Rowe to take over his Seat 3 on the board.

Some members seemed a little caught off guard and initially wanted to take more time to review how they would fill Seat 3. However, District Administrator Janet Tutt reassured the board that precedent has been that a departing member choose a successor.

The board agreed to immediately seat Rowe who enjoyed a career in the U.S. Navy before moving into the aerospace industry.

“I am eager to serve this board and The Villages,” Rowe said.

In other business:

• VCCDD board member Gary Moyer volunteered to lend his “40 years of expertise” in trying to resolve the ongoing Villages dispute with the Internal Revenue Service.

Moyer, who works as a vice president for The Villages, said he wanted to work with district staff as he has become frustrated with the ongoing stalemate.

“They seem to not want to recognize 100 years of precedent of the state of Florida,” Moyer said of the IRS.

The board unanimously approved Moyer as a liaison to work with district staff on this issue.

Tutt also offered the board an IRS update via a letter that VCCDD lawyer Perry Israel had written July 15 to IRS Chief Counsel William Wilkins.

• The VCCDD also agreed to draw up a contract of sale allowing the Amenity Authority Committee to purchase the old El Santiago Club for $350,000. The AAC voted earlier this month to recommend the purchase of the building.
