Marion County Utilities operates under new leadership with the recent appointment of Angel Roussel, P.E. as Utilities Director. Roussel replaces Flip Mellinger, who resigned in December 2015.
Roussel first joined the department in November 2007 as Engineering Manager and served for nearly six years. Prior to returning to Marion County, he served as Engineering Division Manager for Hernando County Utilities and as Civil Engineering Project Manager for Pigeon-Roberts & Associates. As Marion County Utilities Director, Roussel will oversee 95 staff members.
Roussel brings more than 16 years of engineering and management experience to his new role. He holds a bachelor’s degree in civil engineering from the University of Puerto Rico and is a licensed Professional Engineer in the State of Florida.

Marion County Utilities is a department of the Marion County Board of County Commissioners and provides water and wastewater services to more than 31,000 water customers in Marion. The Utilities department supplies field support to water customers, emergency utility repairs, maintenance of water distribution and wastewater collection systems and upkeep of 164 lift stations. The department also maintains regulatory compliance for 36 water treatment plants and five wastewater treatment facilities.
