To the Editor:

The discussion of speed bumps would not be necessary if all golf carts could not go over 20 miles per hour. If people are illegally adjusting their carts to go faster, and I know they do because I am frequently passed by people in carts that are not street legal, they should be fined. Why should every one pay for speed bumps? Punish the offenders in the wallet. That is a language everyone understands and it would make it safer for everybody riding golf carts.
