Things are apparently going from bad to worse between feuding neighbors on San Juan Drive in the Village of Hacienda East.
Russell Bowser appealed to Community Development District 1 supervisors on Friday morning for “some kind of help.”
The Architectural Review Committee erroneously approved a landscaping project for Russell Bowser’s neighbor. The error was discovered and CDD 1 offered to pay for modifications that would bring the neighbor’s property back into compliance. The neighbor has refused that offer.
Bowser indicated that tensions are mounting and said his neighbor has a surveillance camera pointed at his house.
“It is directly on my driveway and garage. He knows my comings and goings,” Bowser said.
Bowser said his attorney believes he has a better than 50-50 chance of winning a “positive decision” from an “outside judge.”
However, he said the legal battle would cost him $15,000-$20,000 in attorney fees. He said he can’t afford it.
CDD 1 Supervisor Craig Estep said the board has exhausted its ability to deal with this situation unless the neighbor has a change of heart.
“This man is out of control and I have to live with it,” Bowser said. “How can I get any justice?”
