Community Development District 3 supervisors deadlocked Friday morning in selecting among applicants to fill a vacancy on the board.

A total of five residents applied for the seat left vacant by the death earlier this year of Supervisor Marie McAvoy. All five applicants were interviewed by the board

The four supervisors narrowed the field down to two applicants, Terry Biddle and Donna Kempa, with each getting two votes.

Biddle and Kempa were called back to the podium for additional questioning, but a second vote resulted in a second tie.

District Counsel Valerie Fuchs labeled it a “double tie.”

Supervisors rejected the idea of breaking the tie by drawing a name out of a hat or flipping a coin.

Ultimately, they agreed to hold a special meeting to try to break the tie. The meeting date and time were yet to be determined.

CDD 3 Supervisor Gail Lazenby said it would be important to have a full board in place before the budget, which includes a 15 percent hike in the maintenance assessment rates paid by residents, is up for approval in September.
