The Community Development District 2 Board of Supervisors has approved fines for overgrown grass at the home of a deceased Villager.
A complaint was received by Community Standards on Aug. 1 about overgrown grass and weeds at the home at 2234 Margarita Drive in the Village of Santo Domingo.
The homeowner, Dorothy Casabin, is deceased, and the home’s utilities have been turned off. The property is in foreclosure with the Bank of New York. Community Standards has left “numerous” messages and sent emails to the bank, but has not received a response.

Joseph Cabasin purchased the property in 1998 for $146,500. The property was transferred in 2014 to Dorothy Cabasin and transferred in 2018 to the Estate of Dorothy Cabasin.
During a public hearing Friday morning, the CDD 2 Board of Supervisors found that the property was in violation of deed compliance rules. The board granted three days for the property to be brought back into compliance. If not, a $250 fine will be imposed and an additional $250 fine will be imposed each time the District is forced to maintain the property. Maintenance will include mowing and weeding.
