Freeman received the award in May during a meeting of the Heartland League of Cities. He currently serves as president of that organization.

For Elliott, this marks the third consecutive year he has received the prestigious award for his legislative efforts.

“I am honored to be recognized and driven by a desire to serve my community,” Elliott said. “As Floridians, we have long prided ourselves on being a ‘home rule state.’ Local governments best understand and respond to the unique needs of their own. I feel more strongly than ever that we need to respect and protect that fundamental principle every chance we get. In the words of Abraham Lincoln, ‘Of the people, by the people, and for the people!’”

The Home Rule Hero Award recognizes local government leaders who actively engage with state legislators and help ensure that the perspectives of Florida’s cities are considered during the legislative process.

According to the FLC, recipients are selected by the organization’s legislative team based on their timely responses to legislative alerts and their proactive efforts to communicate local concerns to policymakers. These leaders play an important role in promoting local decision-making and protecting the ability of municipalities to address the unique needs of their communities.

Founded in 1922, the FLC’s mission is to serve the needs of Florida’s cities and promote local self-government. The organization supports local deliberations and decisions to protect Florida’s communities and provides members with tailored advocacy tools and training programs designed specifically for municipal officials.
