There is a handicapped parking accommodation zone in The Villages which is abused on a regular basis. Virtually, any time you visit Orange Blossom Hills Country Club, you’ll find a golf cart in the handicapped accommodation zone in that parking lot.
But a “regular” apparently discovered this was a no-no and pulled the golf cart up a few feet, avoiding the handicapped accommodation zone, but blocking the sidewalk. It’s still Bad Parking.
