Medical facilities, a multi-story self-storage building, a golf cart sales business and an indoor shooting range would be permitted in the Trailwinds development north of County Road 466A and west of the Sandhill golf course upon adoption of a Wildwood city ordinance.
Special Magistrate Archie O. Lowry Jr. recommended approval of the ordinance, which amends the allowed uses on the property, at a Tuesday meeting of the Wildwood Planning and Zoning Board. The proposed ordinance requires action by the City Commission.
“We’ve had some people request these uses,” said Jerry Hart, vice president of construction for the Barclay Group, the project developer.
A Lowe’s home improvement store and an Aldi grocery store were the first stores announced for the 165-acre site, which will include other businesses, offices, homes as well as assisted and independent living units.
Besides the shooting range, a gun shop for sale, rental and service of firearms, ammunition an other shooting accessories also would be permitted. Sporting goods also could be sold. The ordinance specifies noise restrictions for the shooting range and parking requirements.
Outdoor storage of recreational vehicles, boats and campers would not be permitted at the self-storage facility unless they were screened from view, according to the proposed ordinance.
All activities of a golf cart sales and repair business would be inside and additional screening could be required.
Lowry also recommended approval of the final Trailwinds plat, which will include 19 commercial lots, two office lots, one assisted living parcel and a residential tract which could include nearly 300 homes.
Upon completion, Trailwinds will have 296 homes, 462 assisted living beds, 572,750 square feet of retail space and 151,500 square feet of office space.
The project was proposed more than three years ago, but work on the property did not begin until August. In early 2015, The Villages offered to buy the property and build 800 homes, but withdrew the plan after Wildwood officials said they preferred a mixed-use development that would include businesses.
In other business, Lowry also recommended plats for four Village of Fenney neighborhoods, including a 130-home subdivision, a 124-home subdivision, the 58-home Sweetgum Villas and the 69-home Spartina Villas.
The Village of Fenney, the latest Villages residential construction project, is about four miles down County Road 468 from State Road 44.
The special magistrate expressed concerns about drainage in the Fenney development.
“The city does not want a flooding situation in a home because drainage is not adequate,” Lowry said.
Also recommended for approval were site plans for an 8,000-square-foot office and warehouse building in the Wildwood Industrial Park and for a 5,671-square-foot addition to the Open Bible Lutheran Church on Bellwether Lane in Oxford.
