Why are dangerous drivers walking away without being punished?

To the Editor:

A man was charged with DUI and hit and run.

Law enforcement did their job by arresting and charging him. The problem here (as usual) is the judge. He or she reduced the DUI charge and DROPPED the hit and run! This guy smashed into the back of another vehicle and fled the scene. Can somebody tell me why these judges around here are consistently dismissing charges against these dangerous drivers?
