Community Standards learned of a new violation at a deed compliance hearing for the unkempt home of deceased Villagers.
The estate of Robert and Helen Luquer at Southeast Bathurst Court in the Village of Calumet Grove was the subject of a deed compliance hearing this week at the Brownwood District Office. According to testimony presented by Community Standards, they received a complaint about overgrown grass and weeds at the property on May 4.
The initial inspection found weeds and bushes that touched the adjacent home. Staff spoke to the neighbors, who indicated the homeowners were deceased. They then contacted the homeowners’ daughter-in-law and learned the property had reverted to the bank.
Staff notified the U.S. Department of Housing and Urban Development of the violations, but a response had not been received by the time of the hearing. Another inspection on July 16 determined the property remained out of compliance.
During the hearing, a neighbor from across the street, Bonnie Nation, addressed the staff.
“I’m pleased to know that they’re going to take care of the weeds and the bushes, but there’s also a mold issue,” she said.
When presented with photos of alleged mold on the lanai floor, furniture and screen, Special Master Terry Neal instructed Nation to file a complaint. However, nothing can be done to pressure wash the home until the water restrictions are lifted on Oct. 1.
Community Standards recommended that the owners be given seven days to remove the weeds and trim the bushes. If not, the District will be authorized to maintain the property with fines of $250 for the weeds and $150 for the bushes.
