Community Watch tip leads to arrest of 'prowler' in Village of Duval
Chaz Starkey

An 18-year-old and a juvenile were apprehended by Sumter County sheriff’s deputies after the pair were spotted at about 9 p.m. Sunday by Community Watch.

The pair had been seen walking in between houses on Tallowtree Drive in the Village of Duval.

Chaz Starkey of Leesburg said in a sworn written statement that they were planning to steal bicycles from residences, according to the arrest report. Starkey also admitted to climbing over a construction fence, the arrest report indicated.

He was arrested on charges of loitering and prowling. He was transported to the Sumter County Detention Center where bond was set at $500.

Starkey told the deputies he was already on probation in Lake County.

Lake County records indicate that Starkey had been arrested in August on charges of retail theft and contributing to the delinquency of a child.
