Community Development District 3 supervisors are considering abandoning the anonymous complaint system when it comes to deed compliance violations.
CDD 3 supervisors discussed the change at their monthly meeting Friday morning.
Three supervisors indicated they would favor the change.
Currently, complaints are received anonymously by the Community Standards Department. Staff then investigates the complaint and determines if a deed compliance violation has taken place.
For instance, a resident may have a yard ornament that is in violation, but if there is no complaint, the yard ornament remains in place. The District takes action only if there is a complaint.
Recently, a homeowner in CDD 4 concluded that he will have to remove part of his 12-year-old birdcage after Community Standards received an anonymous complaint. You can read more about that HERE
Part of the rationale for the complaint-driven system is prevention of potentially volatile situations. You can read a bit more on the history of the complaint-driven system HERE
“In criminal law, one of the tenets is the right of the accused to face his accuser,” said CDD 3 Supervisor Gail Lazenby. “If you make a complaint, you ought to be willing to put your name down.”
If CDD 3 makes the change, it would be the only CDD in The Villages departing from the anonymous complaint policy.
