Officials contend the Developer needs to live up to his commitment and enforce rules restricting the age of those living in The Villages.

The Community Development District 9 and Community Development District 10 boards of supervisors on Thursday indicated that they are not at all interested in taking on that responsibility from the Developer.

Last month, the offer was made to allow CDDs to have a hand in the enforcement of the rules stating that no one under the age of 19 may live in a home for more than 30 days and at least one occupant of a home must be at least 55 years of age.

The offer was made because residents, particularly those living south of State Road 44, have expressed their frustration that the rules, particularly the prohibition on children living in The Villages, are not being enforced.

Previously, CDD boards showed they had no appetite for taking on this distasteful enforcement responsibility. A presentation on how it would work, forcing neighbors to document and provide proof of the violation, sealed the deal for most of the boards to whom it had been pitched.

This week, other CDD board have had the opportunity to discuss it.

However, supervisors in CDD 9 and CDD 10 weren’t even willing to sit through the presentation prepared by Community Standards.

“Why in the world would we want to get involved in it?” asked CDD 9 Board Chairman Don “Smoke” Hickman. “It is fraught with legal problems. I don’t see how it could be an advantage to the people District 9 to take on this responsibility.”

CDD 10 Supervisor Steve Bova said a big attraction for living in Florida’s Friendliest Hometown is the restriction on children.

He said the Developer needs to live up to his responsibility and enforce the rules.

“I paid a premium price to come to a 55+ community. He made a commitment to me when I bought my house,” Bova said.
