OPEN LETTER #2
19 September 2025
Honorable Rick Scott
110 Hart Senate Office Building
Washington, DC 20510-0001

Dear Senator Scott:

Your response to the “Open Letter” sent to you on 16 August 2025 has not yet been received. A copy of that letter is included.

Hopefully, expanded details will stimulate your personal engagement and support.

Our “sense of urgency”;

• The bankruptcy court has approved the buyout of The Villages Health (TVH).

o Will we pay more to get the same or the same or fewer services?

• During October 2025 many of us will be required to select the medical health insurance coverage we will received during calendar year 2026.

• “As of September 2025, Congress is actively considering several legislative proposals aimed at reforming Medicare Advantage, particularly regarding payment accuracy, marketing oversight, prior authorization, and transparency.

o These proposals follow new regulations finalized by the Centers for Medicare and Medicaid Services (CMS) in April 2025 for the 2025 contract year, which also address many of these same issues. “

• Some medical insurance providers have announced they are eliminating Medicare Advantage coverage. Others are expected to announce elimination of, or changes to, their Medicare Advantage programs.

• Bobby Trinh, CEO, TVH was awarded a two hundred thousand-dollar ($200,000) retention bonus the day before the bankruptcy was announced.

o The CEO is responsible for the total operation of TVH,

o Were there any outside financial audits of TVH books during the ten plus (10+) years the overcharges occurred?

Your experiences with a very similar accounting problem could be vital to protecting your constituents within The Villages, Florida.

Your response is vital and anticipated.

Sincerely,

Thomas K. Brigham
Member of The Village Health System, LLC
