A member of the Parking Patrol spotted these two cars crammed together in a handicapped parking space. The cars did not have handicapped license plates and did not have visible handicapped placards.
If you look closely at the car (which has a handicapped placard) directly across from them, it appears the driver and passenger are appalled at the Bad Parking they are witnessing!
