A Mount Dora man was arrested with a suspended license after being stopped on a suspicious motorcycle on the Historic Side of The Villages.
An officer saw 60-year-old Mark Lloyd Rosengarten ride past him on a red motorcycle with no apparent tag on U.S. Hwy. 27/441 at 1:05 p.m. Monday, according to an arrest report from the Lady Lake Police Department. He then realized there was a tag, but it was just so dirty and covered in soot that it was unreadable. He could tell the decal showed what looked like an expiration date in 2007.

Due to this, the officer followed Rosengarten and initiated a traffic stop. A closer look at the decal on the tag confirmed it had expired in 2007. Rosengarten advised that the officer “got him at a disadvantage” because he had just bought the motorcycle and did not yet have the tags, the report said.
He said he bought it from a storage unit several months prior, but spent all his money getting it to run. He did not have the money to transfer the title or register it. He added that the license plate on the motorcycle was on it when he bought it, the report said.
A subsequent check of Rosengarten’s driving history showed his license had been suspended on Aug. 11, 2025, for failure to pay. He had multiple prior convictions for driving with a suspended license, including in Aug. 2023, Jan. 2022, Aug. 2018 and Aug. 2017. He also did not have a required motorcycle endorsement on his license, the report said.
Rosengarten was arrested on charges of driving while license suspended (three or more prior convictions), no valid license (no motorcycle endorsement) and unregistered motor vehicle. The New York native was booked at the Lake County Jail with bond set at $3,500.
