Business experience is not enough

To the Editor:

I spent over 15 years working for a Fortune 100 company, and another 10 years consulting for businesses around the country. Then I transitioned to consulting for government entities for 15 years. I found government to be a very different management environment that was typically more difficult to change than business. Then one day someone explained this difference to me in a very simple way. Companies can take any action that is NOT specifically PROHIBITED by law. Government, however, can only take actions that are specifically PERMITTED by law.
So, based on my direct exposure to both systems, I contend that someone cannot use only business experience to solve the most complex issues facing our government.
