The Villages District government unveils plan tasking top managers with new duties

The Villages District government has unveiled a reorganization plan that is tasking some top managers with new duties.

Kenny Blocker joined the The Villages District team in 2017 as finance director. When Richard Baier came fully on board as District manager in 2018, Blocker was tapped as assistant District manager, overseeing finance, budget, purchasing and special projects. He is being promoted to deputy District manager to enable him to “focus more closely and manage the daily operations of the District,” Baier said last week in presenting the new organizational structure to elected supervisors in The Villages.

Carrie Duckett began her career with the District in 2008.

“In the past 12 years, she has had a tremendous positive impact on how the District meets the needs, and potential needs, of our residents,” Baier said.

Her new title will be assistant District manager.

She already has overseen Community Standards and Customer Service. Now Community Watch and communication will be part of her portfolio. She will have oversight of 400 employees.

Two Recreation Department employees, Matt Armstrong and Kacie Linton, will be adding the titles of assistant director. They will both report to Recreation Director John Rohan.

And Blair Bean is losing the “interim” title and will officially be known as director of District Property Management. He succeeds the recently retired Sam Wartinbee, who had a long career with The Villages.
