49-year-old repeat offender from Spruce Creek South arrested

Joseph Debari

A Spruce Creek South man was arrested on Friday night in Leesburg by officers of the Leesburg Crime Suppression Unit.

Two officers were on patrol near the 2000 block of West Main Street when they observed a red convertible with the top down driven by an individual they recognized. The convertible was backed into a parking place at the laundromat located at 2005 W. Main St. Next to the red convertible was a silver Nissan SUV. The vehicles were parked so that the drivers’ side windows were next to each other.

The officers parked their unmarked car where they could observe both vehicles. The officers observed a white female in the SUV hand something to the black driver of the red car. They then observed the driver of the red car hand something to the white female. The driver of the red car then left the parking lot and drove toward the officers. When he saw the unmarked car he initiated a U-turn and left the area.

The SUV left the parking lot and the officers pulled behind that vehicle where they could see the license plate which had an after market border surrounding it which obscured the state which issued the plate. This was a violation of Florida law so the officers stopped the SUV.

The driver of the car, Jeanie Seifferlien produced a drivers license which had expired in April . The officers took the information and prepared warning tickets for Seifferlien. They also summoned a K-9 unit.

The dog alerted and the officers explained to the driver that they had probable cause to search the vehicle. They identified the front seat male passenger as 49-year-old Joseph Dibari II.

As the officers searched the vehicle they observed a container between the front passenger’s door and the seat where Dibari had been seated. The substance consisted of five white rock cocaine pellets.

Debari was arrested on a charge of possession of a controlled substance and was booked at the Lake County Jail where bond was set at $2,000.

Debari is no stranger to the court system, having been arrested in June in the theft of a vehicle.
