To the Editor:
Each house has a water reading and should be monitored for usage. This is a national and international problem. Overages of water use, exceeding standards for occupancy of the house, should be penalized, not just a blanket charge for everyone. Although we signed as to current appearance, an exception should be allowed for stone, or rubber [artificial grass installation] and still be approved. If you want grass, that would be your choice. Telling someone to leave because you like the grass is counter productive. Personally, for the costs involved, I would take a substitute. The basic idea of a water shortage is not going away; there should be alternate decisions and ideas.
