Supervisors looking for more details on PWAC’s oversight of amenities south of CR466

Community Development District supervisors are seeking more information about the Project Wide Advisory Committee’s proposed “advisory role” in overseeing amenities south of County Road 466 purchased by the Sumter Landing Community Development District.

SLCDD purchased the amenities, including recreation centers, pools, golf courses and postal stations, from the Developer for $345.3-million. Closing on the bonds took place this week.

“The advantage of this is the ownership of the amenities is being transferred to a political entity. Decisions have to be made in open meetings,” said CDD 8 Supervisor Dennis Hayes, a member of PWAC.

It is envisioned that PWAC, which includes representatives from CDDs 5 through 10, will take on an advisory duties as to how the amenities are operated and maintained.

Details of exactly how this will work are still being put together, said Recreation Director John Rohan, sitting in for District Manager Janet Tutt at Friday’s CDD board meetings.

“We need everything spelled out, so we understand and so the residents understand,” said CDD 6 Chair Sally Moss.

The timeline of the process calls for CDD supervisors to give their input at their December/January meetings and for District staff to present a resolution to the SLCDD board in January/February depending on the input from the CDDs.

“That means we are going to give input without detail,” said CDD 6 Supervisor Thomas Griffith. “The resolution is going to be passed and then the detail given. That might be fine for some people, but not for me.”

CDD 8 Supervisor Duane Johnson questioned how the PWAC budgets would operate.  CDD 8 currently contributes $1.3 million annually to PWAC.

“It’s your money, it’s my money,” Johnson said. “We want to keep some skin in the game.”

Hayes said PWAC would have two budgets: One with contributions from CDDs 5 through 11 and a second budget for amenities.

“This is purely invitational to participate. A district board can say ‘no,’ but they would be excluding themselves from having a say in how things are run,” warned Hayes.
