Concerning golf cart speed and passing on streets

To the Editor:

I was told that passing from the golf cart lane on streets that are shared with traffic is a violation, so I checked it out… the following comes from the handbook of DMV.

“Solid White Line

A solid white line marks the right edge of the roadway or separates lanes of traffic moving in the same direction. You may travel in the same direction on both sides of this line, but you should not cross the line unless you must do so to avoid a hazard.”

I suppose a slow cart could be considered a “hazard…”?

Seems to me, no passing, no need for speed. It appears that whoever told me this was correct.
